You will only have a few resources at the beginning of the game and you will have to place a woodcutting center.
Of course, this is needed in order to get wood with it so then you can use them to build all kinds of things with it and with the stones and rocks you will also create various facilities, so the more resources you can gather, the more building you can make and this way, you will build back everything that was there once.
Surely, you will start building houses a little bit later and also networks for food and water, as they are very important as well and also everything that will be needed in order to keep the people alive, as you try to build back a civilization, you will always have to improve things and invest in your structures.
